Canada, the UK, Australia and the US each accept a CA-signed net worth certificate as supporting evidence of financial capacity, though none of them treat it as the sole document — each pairs it with the destination's own specific proof.

Proof of funds shows money is available right now (a bank statement or GIC receipt); a net worth certificate states your total assets minus liabilities as on a date, giving a fuller picture of financial standing. Most destinations want both, not one instead of the other.
Only a practising Chartered Accountant, registered with ICAI, can sign a net worth certificate and generate its UDIN — the number visa officers and universities can verify independently.
