Who we certify for
A sample Form 3 layout, with the parts that get it accepted by the bank and MahaRERA highlighted.
Project cost, collections and withdrawal amounts are blurred here — this is a sample. Your certificate shows every figure in full.
What matters before it goes to the bank: the correct MahaRERA number, figures that match your books and the architect's completion %, a genuine UDIN, and signatures from both the CA and the promoter.
Ask a CA FirstUnder Section 4(2)(l)(D) of the RERA Act, a promoter must keep 70% of money collected from buyers in a separate bank account, and use it only for land and construction cost. A CA certificate proves the money moved out only as the building actually progressed.
Certifies project cost incurred and the amount you can withdraw from the separate account.
Issued by the promoter's statutory auditor, project by project.
Not a back office. Every project file is reviewed personally before it carries a signature.

Fellow Chartered Accountant with Big 4 and investment banking background. Matches every Form 3 figure to your RERA bank statements, cost ledgers and the architect's completion %, so the annual Form 5 audit doesn't throw up a mismatch later.
A Form 3 that doesn't match the books shows up in Form 5. We prepare it so it holds up.
Every certificate carries a UDIN generated through ICAI. Your bank and MahaRERA can confirm it came from a practising CA.

Fee depends on project size and the form needed — confirmed in writing before we start.
One clear quote per project. No surprise add-ons.
A 12-unit building and a 400-unit township don't take the same work. We look at your project size, number of withdrawal periods and account setup, then give you one fixed quote.
The bank needs Form 1, 2 and 3 together for each withdrawal. We prepare Form 3 so the figures line up with the architect's and engineer's certificates.
In redevelopment and SRA projects, rehab building cost counts as project cost. We show it correctly so eligible withdrawals aren't understated.
Form 5 is due by 30 September. Late or missing uploads count as a compliance lapse against the promoter. Start early — bank statements take time.
| Problem | What We Check First |
|---|---|
| Withdrawal more than % completion allows | Eligible amount worked out from Form 1 % and earlier withdrawals |
| Land cost paid from the separate account where not allowed | Nature of each payment checked before it's counted |
| Form 3 figures don't match Form 5 audit | Every figure tied back to the books and bank statements |
| Same CA signing Form 3 and Form 5 | Two-CA rule confirmed before we accept the work |
| Wrong project name or registration number | Matched exactly to the MahaRERA registration certificate |
| Missing or invalid UDIN | UDIN on every certificate, verifiable on udin.icai.org |
