Quick answer
A stock certificate for GST ITC-01 is a CA or cost accountant's certification of the inputs and goods held in stock on the day before a business becomes eligible for input tax credit. Rule 40 of the CGST Rules requires it when the total credit claimed in Form ITC-01 exceeds ₹2 lakh.

Claiming GST credit on stock you already hold
Section 18(1) of the CGST Act lets a business claim input tax credit on stock it already holds when it enters the GST system. Clause (a) covers a business that becomes liable to register and applies within 30 days; clause (b) covers voluntary registration. Credit is allowed on inputs held in stock and inputs contained in semi-finished or finished goods, held on the day immediately before the relevant date. Capital goods are not covered under these two clauses.
The claim is made in Form GST ITC-01 within 30 days of becoming eligible. If the total claim across CGST, SGST or UTGST and IGST is more than ₹2 lakh, the details must be certified by a practising chartered accountant or cost accountant, whose name, membership number and certificate are entered with the form. Credit cannot be taken on invoices more than one year old, so we check each invoice date, match it with the supplier's GST returns, and certify only the stock that qualifies.
When You Need This
You crossed the registration threshold
Stock held on the day before the liability date is certified item by item against purchase invoices.
Voluntary registration
Stock held on the day before registration was granted, backed by invoices less than one year old.
Claim just above ₹2 lakh
We check the threshold across all tax heads combined, then issue the certificate for upload with ITC-01.
